On September 8, 2008, which US metropolitan area became the first to require all broadcasts be exclusively digital signals?

The FCC looked for small cities to volunteer for a trial run prior to the national conversion next February. Bonus points if you can articulate the primary reason why some city officials think this wasn't such a good idea...

The problem, then, is that such calls do not address an opposition audience so much as they signal virtue. They talk past those who need convincing. They ignore actual facts and counterargument. And they are irreparably smug.

I heard the story yesterday on NPR - as far as the bonus goes - the switch-over is taking place during hurricane season - not the best of times if things go horribly awry.
