My guess is that someone decided not to vote for Jeter because he didn't want the selection to be unanimous.

Adding on to this, if any other former Rockie has a shot, it's Dale Murphy. but he'll have to hope for the Harold Baines treatment from the committee...

I think Jeter deserves to go in on the first ballot, but the fact that he wasn't on everyone's ballot should not be a concern. I'm pretty sure no one flipped out when Cal Ripken, Jr., a far better shortstop by nearly every measure, got ONLY 98.5% of the votes when elected in 2007.

Jeter was a fine player with a ton of post-season greatness early in his career, but he wasn't the greatest player or even shortstop of his era, so let's not get carried away. Yes, I'm a Red Sox fan if that matters.

I've heard one BBWA voter say he will sometimes not vote for a "sure thing" with one of his ten votes so he can use that vote to help someone else get closer to the 75% needed to get in. A bit dodgy but it does make some sense.

Albert Pujols (#31 in WAR to Jeter's 88) will not get a 100% vote when it's his shot and the world will still turn.
