I think you missed the point of my post. It was that Trump wanted to talk about classified details of the wall construction and the general had to tactfully steer him away from that.

And of course, people only have to go a few miles away from Trump's expensive new toy to find plenty of places to cross without disincentives.

And when you consider that Trump held up the military aid to the Ukraine just a few days before the call, this sounds more and more like the scene at the beginning of The Godfatherwhen the mortician asks Don Corleone for help.
