I'm a little puzzled by this - I'd have thought that any rivers flowing in Arkansas would go east, toward the Mississippi River, so how would the water end up in Oklahoma?
Aha! A quick Google search shows that the Illinois River starts up near Fayetteville and runs west (because of the Ozarks) and eventually ends up emptying into the Arkansas River (which then goes back east to the Mississippi). It's also one of the major sources for Lake Tenkiller.
